Councilman Ronald Robinson was sworn in on Thursday to succeed Elvin White. He was nominated by Councilman Robin Minor over applicants Jeff Ellis, Charles Miller and Willie Mayberry. The vote was 3-1.
Councilwoman Quinn Brandon cast the only no vote, having said she has "a little bit of a problem" with the fact that Robinson is the housing authority's executive director and the mayor appoints the authority's board.
Public housing authorities are separately chartered government agencies funded by the U.S. Department of Housing and Urban Development. City boards do create them and mayors do appoint their board of directors.
Brandon and Robinson know each other and say they work well together on the Child Development Board. She elaborated on her view of the organizational arrangement between the city and the housing board.
"I think it would protect you if you were not" on the City Council, Brandon said in an apparent reference to the fact that the panel that hired him was appointed by the mayor.
Mayor Bob Phillips has said he won't be running for re-election next spring. Housing authority board members are usually reappointed if they're willing when their terms expire.
"Do you know where I'm coming from?" Brandon asked.
Robinson replied, "No. I don't."
"I want to avoid anything that looks bad," Brandon said.
