Horton Highway repaving funded

Nearly 9-1/2 miles of Horton Highway -six of them in Marshall County - are slated for resurfacing with federal stimulus money, according to an announcement from Gov. Phil Bredesen this week.

That road job and four others were named Tuesday in a list of 450 transportation projects to be funded through the American Recovery and Reinvestment Act, state bonds sold for bridge work and money from the state fuel tax.

The three-tiered program includes every county in the state.

"The Recovery Act is fundamentally about creating and retaining jobs during one of the toughest economic times our nation and state have faced since the Great Depression," Gov. Bredesen said.

"This three-tiered program represents a record investment in Tennessee's transportation system," Bredesen said. "The Recovery Act, along with the bridge bonding and TDOT's regular program, will put thousands of Tennesseans to work rebuilding and strengthening one of Tennessee's largest economic drivers, our transportation system."

The five transportation projects listed in the governor's announcement are as follows:

* Horton Highway (State Route 11 and U.S. 31A) from Chapel Hill's northern border to the Williamson County line, a segment that's 6.1 miles long. A segment of .7 miles from the Marshall County line to the Rutherford County line continues the work which goes further north for 2.6 miles through Rutherford County to the Williamson County line.

* Mooresville Highway (State Route 373), from the west side of Interstate 65 toward Lewisburg to just east of West Ellington Parkway (State Route 417) in Lewisburg, is to be widened. The 3.9-mile project was identified recently by state Sen. Bill Ketron as a project funded with federal stimulus money.

* South Ellington Parkway (State Route 106, U.S. 431), from south of Spring Place Road (State Route 272) to north of West Commerce Street (Fayetteville Highway, State Route 50, U.S. 431), is to be widened along that 1.2-mile section. It's listed for work in Fiscal Year 2010.

"This has been in the works for 4-5 years," City Manager Eddie Fuller said.

Delays included the illness and subsequent death of a TDOT project manager who'd been assigned to the project, Fuller said.

TDOT spokeswoman B.J. Doughty said additional funding for this project has been found and allocated.

* Rehabilitation of a bridge over a stream flowing under Horton Highway in conjunction with the resurfacing of U.S. 31A north of Chapel Hill. This project is listed as to be in Fiscal Year 2011 and funded with state bonds.

* Replacement of a bridge over the Duck River where it's crossed by Franklin Pike (U.S. 431 and State Route 106). This work is scheduled for Fiscal Year 2010.

Perhaps the largest set of projects listed in the governor's announcement is for State Route 840 in Williamson County where 26.5 miles are to be paved and 4.1 miles are subject to "stage construction," meaning the various projects including grading of the right of way to road base placement. The projects appear to be closer to Fairview than Thompson's Station.

The Legislature is currently considering the transportation budget for approval. TDOT will let to contract all Recovery Act projects in May and June of 2009.

"These transportation projects help create or save tens of thousands of jobs for Tennesseans," TDOT Commissioner Gerald Nicely said. "The end result of this investment will be a more reliable transportation system.

"This three-tiered program represents a responsible, balanced and community based approach to transportation," Nicely said. "Years of planning and study have gone into each of the projects funded for construction."

Federal stimulus funds are also to pay for the construction of a Bypass around Shelbyville which has received strong support from state and local leaders.

Tennessee received $572 million in Recovery Act funds.

There are 45 bridge repair or replacement projects in this region that are funded through bridge bonds and another 27 projects are funded through TDOT's traditional Three-Year Multimodal Work Program.

The Legislature is currently considering the transportation budget for approval. TDOT will let to contract all Recovery Act projects in May and June of 2009.
