A Lewisburg man who is state certified in erosion protection and sediment control is to start one week from today as the city's director of codes, zoning and stormwater control.
Joe L. "Buck" Beard, 56, of White Drive is being promoted from his position in the Public Works Department at the City Garage on North 5th Avenue where he's served as a purchasing agent and office administrator.
Beard was hired this week by City Manager David Orr who reports that beyond Beard's certification by the Tennessee Department of Environment and Conservation, he's also a graduate of the Tennessee Law Enforcement Training Academy in Donelson.
Beard has been a Marshall County sheriff's sergeant and chief of the detectives in the Lewisburg Police Department.
"He is a former inspector with the U.S. Department of Agriculture where he was involved in the documentation of violations and compliance in the equine industry," Orr reported Wednesday afternoon.
Beard led the Designated Qualified Person Horse Inspection Program during Spotted Saddle Horse Breeders and Exhibitors' Association events as monitored by the U.S. Department of Agriculture.
City Public Works Director Kenny Ring has been Beard's immediate superior for nearly 18 months. During two decades before that he worked for Iron Craft Horse Shoes on North Church Street; first making horse shoes; and then during his last five years there he was the sales manager.
Beard's office will be in City Hall.
"He will assume his duties April 1," Orr said.
Born July 1954 in Marshall County, Beard is a veteran of the Tennessee Army National Guard, a 1972 graduate of Marshall County High School and studied psychology at Columbia State Community College in Maury County.
Beard and his wife, Cathey, are members of Hardin Chapel Church of Christ.
They have a son, Jeremy, 36, who works for Kantus Corp. in Mexico where he has international administrative duties that require a great deal of travel.
